House Speaker: KKS Draft Law Shall be Passed Immediately

Jakarta, InfoPublik – Indonesian House of representatives (DPR) Speaker required the Draft Law of the Cyber Security and Resilience (KKS) to be passed immediately to protect the entire Indonesian people who use internet-based technology in their daily lives.

"The KKS draft Law needs to be passed immediately into law," said DPR Speaker Bambang Soesatyo in Jakarta, Monday (8/12).

According to him, the passing of this bill constitutes DPR’s effort to strengthen the foundation of Indonesian Cyber Security and Resilience in order for Indonesia to be able to face multidimensional threats, both from within and outside the country. Moreover, this period of advanced technology development demands extra protection in terms of the mushrooming cyber-activities.
"Cyber attacks must not be underestimated. Moreover, future world trends cannot be separated from the internet and the transformation of information technology," he said.

He continued, internet user penetration based on the 2018 APJII survey had reached 171.18 million people or 64 percent of the total population of 264.16 million people. Therefore, the foundation of cybersecurity and resilience needs to be strengthened by the law.

Moreover, Bambang further explained that through the KKS draft law, the government could also exercise Cyber Diplomacy to promote Indonesia's interests in the field of Cyber Security and Resilience at international level. Collaboration with other countries is very much needed, considering that cyber-attacks are often carried out by people from various countries.

"Cyber diplomacy can serve as part of the government’s series of economic, political, and cultural diplomacy. Experiences gave us lessons that the threat to cyber sovereignty is very real. It has even become one of the biggest non-military threats to the world," he explained.

The Frost & Sullivan's research initiated by Microsoft in 2018 showed that cyber-crime in Indonesia could cause approximately a Rp478.8 trillion loss (US$ 34.2 billion). While at the Asia Pacific level, the loss could reach US$ 1.745 trillion or more than 7 percent of the total gross domestic income (GDP) of the Asia Pacific region which reached US$ 24.33 trillion. Therefore, House speaker Bambang Soesatyo stressed that in the 4.0 Industrial Revolution era, the foundation of cybersecurity and resilience needed to be strengthened by the law.
