The ministry’s Director General of Population and Civil Registration (Dukcapil), Zudan Arief Fakhrulloh, stressed that government and private financial institutions have different rights and obligations.
The potential for misuse of data also varies. "It depends on the data used," Zudan said when confirmed by reporters on Monday (22/7).
Previously, Zudan said that the cooperation carried out by the ministry with private financing institutions was to facilitate services to the public.
Home Ministry also extended the rights of access to government and private institutions to support data verification and promote digital services.
“A private financing institution would only need the ID Card number, no physical ID Card or family card of prospective customer needed. The process would be more effortless and accurate,” he said.
The aforementioned requirement is in accordance with Law Number 24 of 2013 on Population Administration and Regulation of Ministry of Home Affairs Number 61 of 2015.
"The granting of this access right would be able to prevent fraud and document forgery. It also improves the quality of public services," he added.
In addition, every institution that provides public services can be given data access from Home Ministry’s Dukcapil in accordance with Article 58 paragraph 4 of the Law on Population Administration.
"The law also stipulates the protection of personal data. For those who violate, they could face a maximum of two-year imprisonment and a fine. In accordance with the rights and obligations of the cooperation agreements between Dukcapil and the user institutions, cooperation will be terminated if the user institutions misuse the right," he concluded.
