Jakarta, InfoPublik – Government’s policy on civil servant candidates (CPNS) recruitment moratorium in 32 central agencies was supported by the House of Representatives (DPR). The policy was considered appropriate because we still have a number of unsolved problems, especially regarding of honorary employees in category two (K2).
“In accordance with the results of discussion between DPR’s Commission II and Administrative and Bureaucratic Reform Minister (MenPAN-RB), it is agreed that there is no CPNS recruitment this year. Recruitment could be processed after the revision of the Law on National Civil Apparatus (UU ASN) has been passed,” said Bambang Riyanto, member of DPR’s Commission II, Tuesday (11/15).
According to the Gerindra politician, UU ASN that had been passed in 2014 does not meet the element of justice so it needs to be revised, although on a limited basis.
MenPAN-RB Asman Abnur initially proposed to recruit CPNS this year. However, he was opposed by the Commission II for the lack of legal basis.
So far, DPR insists to revise UU ASN because the law does not regulate the honorary and temporary employees, despite their roles in filling in for lack of staff in many government agencies are understaffed.
“Having no clear legal basis, CPNS recruitment could be sued at any time. That’s why we ask MenPAN-RB to postpone the recruitment. Luckily, the minister is very responsive,” he concluded. (Translator: Erik Limantara)
